Preparation
- Peel and chop potatoes into chunks. Boil in salted water for 15 minutes until fork-tender. Drain and set aside.
- Mash drained potatoes with butter, milk, garlic powder, salt, and pepper until smooth. Allow to cool.
Cooking
- Heat olive oil in a skillet, sauté onions and garlic for 2-3 minutes.
- Add ground beef, cook until browned, about 5-7 minutes.
- Stir in tomato paste and Worcestershire sauce, add vegetables and broth. Simmer for 5-7 minutes.
Assembly & Baking
- Spoon beef mixture into a greased baking dish. Pipe ghost shapes with mashed potatoes on top.
- Preheat oven to 375°F. Bake for 20-25 minutes until golden and bubbly.
