- Preheat the oven to 190°C (375°F) and prepare a 9x5-inch loaf pan with parchment or grease.
- Combine panko breadcrumbs with whole milk in a large bowl and let sit for 5 minutes.
- Add ground beef, eggs, Parmesan, onion, garlic, Worcestershire sauce, Italian seasoning, garlic powder, smoked paprika, salt, and pepper to the panade. Mix gently until just combined.
- Transfer the mixture to the loaf pan and shape without compacting too much. Place the pan on a baking sheet.
- In a separate bowl, whisk together ketchup, brown sugar, and apple cider vinegar for the glaze. Spoon two-thirds of it on the meatloaf.
